Should it be illegal to istribute programs that copy movies from DVDs?

Many people use copyright protected images from the internet and copy CDs, DVDs & software. Movies on DVDs are protected by encrytion (called CSS) which prevents copying. However, a few year ago a group of friends who were frustrated they couldn't play their DVDs on computers with a Linus operating system, wrote a program ( called DeCSS) which decrypts DVD movies so they can be copied, and very quickly it was being widely used. The movie industry cannot strengthen their encryption techniques without making all current DVD players obsolete
